Prospects for Global Collective Action - Todd Sandler


The talk will examine the prospects for successful collective action on essential problems confronting humankind during the twenty-first century.

After identifying some guiding principles behind successful international collective action (where two or more nations are able to achieve a common goal that none can achieve on its own), the lecture will apply these principles to some important problems. The principles involve the resolution of uncertainty, the number of countries, the presence of mutual gains, the time profile of the benefits and costs, the presence of influential leader countries, and others.



Specific problems that are addressed is acid rain, global warming, ozone shield depletion, global health (for example, eradicating malaria) concerns, and limiting internal conflict in the developing world. Some problems are quite amenable to collective action while others are less amenable.
